One is the regular 1899 coin, and the other is one with a very small mint mark. Each is encapsulated and set in a display box.
The first coin has the regular "O" mint mark on the reverse above the word dollar. The second coin has the micro "O" mint mark. It is much smaller, like a small lower case "o". Just a fraction of the year's coins were made with this error in the design. The difference in the mint marks is dramatic, especially when viewed side by side.
Morgan Silver Dollars were only minted from 1878-1904 and then again in 1921. They're the largest coins ever made by the U.S. Government for general circulation. Morgans are prized by many collectors due to their scarcity. Most were melted down in the Pittman Act of 1918 for their silver content. Other details include:
